It's a monthly subscription of $29.99 a month, billed by SmartCredit®; you'll see the full price and terms on the billing step before you pay. You can cancel SmartCredit® anytime with SmartCredit®. SmartCredit® and Mesa's services are separate: cancelling one doesn't cancel the other.
You're on Mesa's page, but the enrollment itself is SmartCredit®'s. You enter your Social Security number and identity questions directly into SmartCredit®'s secure enrollment.
